Good point. Still, the new governing structures will evolve from the current ones, from the nation-state down to our most local governments. So as you suggest, it's a mistake to think only of improving isolated and rapidly obsolete and impotent nation-states. But we can participate in their evolution and help steer these new governing structures toward democracy.
The Shiffy: Fear is definitely not the only way to deal with irrationality. Fear is just one that's very effective if you want to trigger conservative, Strict Father frames and submissive behavior in exchange for a Protection Racket by wealthy "Strict Father figures".
Love is also very effective and hardly rational. And it can promote Nurturing Parent frames. Even more effective is being part of a mutually nurturing community.
E.g., there are gazillions of examples of people behaving "irrationally" to save their children, their pets, and yes, even strangers. One example is the behavior of people below the crashed floors of the Twin Towers on 9/11, who walked in orderly fashion down the bazillion stairways, helping each other, holding doors, letting people cut in line from lower floors, carrying people in wheelchairs, etc. etc.
We're physically hard-wired for community, due to it being a highly effective survival strategy that's been selected for by evolutionary forces since before our ancestors were even human yet.
Don't despair. Learn to embrace and promote our human capacity for love and community. That's what progressive values support, and I believe there's a huge thirst for it in the American public.
